It's a way of expressing something (in language or art or music etc.) that is characteristic of a particular person or group of people or period. Sometimes it's having elegance or taste or refinement in manners or dress.

But the most important thing is that this word have to be in concordance with manners and cultural education. Not just having money to buy the finest robe or the finest cars. But having the educational ability to afect the negative behavior of others.
